Beginning in 2006, the reverse design has featured an image emblematic of one of the three institutional foundations of our American democracy – the Legislative, the Executive and the Judicial branches. This year’s design features Lady Justice; in her right hand, the scales representing the delicate balance of the law. Her left hand holds a sword, which signifies the power that is held by the justices making the decision. The bald eagle in the background is featured watching over our firm foundation of democracy.
